PROPOSALS FOR THE FORMULATION OF PUBLIC POLICIES ON THE LITHIUM

On the basis of the developed and analyzed in the previous work about lithium as a strategic resource, we arrived at the following conclusion: lithium as a resource will increase your demand gradually due to its implementation in the crucial goal that leads to the energy transition, and Argentina is located between two possible situations that involve extraction, export the lithium as a raw or seek the development of the national industry relevant.
As has been reiterated in the previous installment, the second proposal is that the researcher has proved more beneficial; however, it poses challenges of governance and environmental-that have to be addressed for the proper functioning of the project. With this reflection in mind, we will then present a proposal which involves lines of action for future public policies in this area of relevant incidence in these years, with the goal of achieving development and national growth.

Objective: to Create a line of action in common that allow the proper development of the lithium as a strategic resource.
The production and extraction of lithium generated, as has already been previously formulated in the previous work, issues around the governance and care of the environment. In terms of the challenge, first postulated, this involves distancing, and lack of coordination between the State and the provinces where the lithium is abundant, which has established the so-called “mining region of the lithium” (Jujuy, Catamarca and Salta). These provinces are looking to be separated as much as possible of the national government in respect of the tax regime to attract the largest amount of foreign investment as possible. Likewise, and already giving way to the second challenge mentioned, the environmental factor that is found in game should not be left out. In the extraction of lithium in our country, the use of the small reserves of fresh water needed in the process has been shown to be a contaminant not only for the ecosystem of the places but also for its wildlife, and the small communities that live there and are dependent on scarce resources. In this way, it is necessary for an execution plan that align national interests in the same sense, efficiently and responsibly as possible.
To meet this goal, this proposal consists of two parts of equal importance: on the one hand, the coordination and work in the lithium concerns of the provinces mentioned above, and to the national government in conjunction with the purpose of reaching the largest benefit and national development possible; and on the other hand, and related to the time with the previous point, to achieve this cooperation and general assistance also includes the care for the environment, a subject on which our country does not meet the expectations of the designated world. In this way, they seek to satisfy both requirements equally.
The development of the industry of lithium brings with it benefits that are self-evident: that production on the long-awaited energy transition, increase in jobs, advances in other branches of industry such as artificial intelligence, among others. However, this process is not simple and requires a lot of investment and dedication. The provincial government of Jujuy, Salta and Catamarca have been able to take advantage of this precious resource, and the creation of the region's mining lithium is a step in the right direction. However, its creation also had the incentive to distance themselves from the national government in terms of tax matters and the constraints that this imposes on foreign investment. So, with divided interests, it is not possible to robust planning for the future. For this reason, it is necessary to a meeting between the provincial ministers, the President of the Nation and the other relevant ministers on this issue to designate a line of action that will allow the lithium, its industrialization, and its derivatives can be developed in the best way possible. It is not intended that the provinces already mentioned see “subordinate” to the national interest, should maintain its sovereignty and interests intact, but find a way to match on certain key points already that, in this way, it will speed up this arduous industrial process. You must try to enhance the studies related to this theme, such as the engineering relevant or mining, using various strategies such as the implementation of grants or exchange programmes, and also a plan to develop in the next few years, with realistic goals to the reality that runs the country. Foreign investment must be studied in depth, according to which both coincide with the parameters agreed in these conversations.
It is of the utmost importance that in these meetings in search of agreements will discuss and agree about the environmental issue, and that the extraction of lithium implies. Although it has been shown that this activity may result in consequences pollutants to the mining areas, yet there have been no studies about the severity of these may mean. The Ministry of Environment and Sustainable Development should be part of the discussions of the matter, by carrying out the necessary research to determine this last question, and representing and defending the interests of those who may be affected by the extraction of lithium. You should take into account the objective of reducing the temperature at the global level, which our country has not reckoned with large developments or progress. It is for this reason that the environmental issue requires attention, as it may mean a step in the right direction in reference to climate change, and the aforementioned transition energy, which is vital for the fulfillment of the overall reduction in the global temperature.
